Hesitation when hitting the gas is usually an accelerator pump problem. Typically an old leaky diaphragm. Get a quality rebuild kit and rebuild the Nikki. Good first place to start. You do know that compression testing a rotary is different than a piston engine? Who did the compression test?

when you experince this problem can you pull the choke out a bit to see if this makes a diff. its either going to be terrible and kill the motor
or it will power up the hill either way you find out what going on
make sense?
