Default check engine code 12

So I just finished putting in my rebuilt s5 na motor and have the rtek 2.0 upgrade. With the throttle all the way closed (thermowax fully extended) I get check engine code 12 - full range tps.

When I check the logs it will default to 20% at closed throttle but when I open up the throttle just a bit the light goes off and the sensor reads normal.

The connections are good but the ECU throws an error code for it. The narrow band tps shows 23% when fully hot but I can't get the screw to turn, I've tried soaking it in wd and pb blaster but it doesn't budge. If the narrowband is off will that cause the ECU to flag the full range as bad?
