yes it normally does. Most people drink a little before drinking some more (mostly to avoid the price-gouging in bars/clubs). Since we're not going to have a cocktail party in a person's room (right?) then the pre-drinking will happen at the bar (meeting spot) before the banquet.
BTW, how do we attend said banquet? Pay for tix? walk up and pay? sneak in?
