We suspect so. I have no idea why. We are now using the updated EFR turbine housing discharge flange( which is sanded flat after welding). It will be inspect it when we heat shield the DP/MP. When it was first started the system had zero leaks that you could hear or feel..

It's a real pity they don't use a stepped design, such a nice turbo otherwise. I notice there is a taper put in all the discharges, a real simple solution is to do a mating 'male' taper on the outlet flange so it locks against the taper and the flat, it will help for alignment as well.
