Personally, I would not let the turbo exhaust manifold handle the weight of the wastegate (AND turbo).
I would add extra braces and take the weight load off the turbo exhaust manifold as much as possible. This is for TUBULAR designs. A cast turbo exhaust manifold nixes the whole discussion. -Ted
