You only have one wiper motor.
The wiper motor distributes force through a linkage that splits between the two wipers.
If the wiper arm(s) were removed recently, I would tend to blame that the splines got messed.
There's still a remove possibility that a linkage pivot (plastic) failed or popped off...

I know for a fact that the linkage is still in tact on the end of the shaft, under the cowl. So I think it is either the spline, or the arm the linkage attaches to is a press fit on the wiper arm pivot shaft, and the press fit has failed.

If the later happend, how the hell do I fix that, besides hit it with a tack weld and hope it holds.
