electrical connectors - function help

2. Wonder why I am missing one? I have never touched that. The previous owner kept the car stock and had a Mazda reman put in by a Mazda dealer.
I had the front engine cover / seal replaced by Rotary Performance. Wonder if they did it--why and if its no bueno why they didn't tell me about it.

i was told that a lot of guys have a jumpered relay - it turns both fans on at the same time. any one else able to confirm or deny?
