air intake ques?

My buddy said he will cut in a hood scoop and mig weld the air cleaner box so that it lines up with the hood scoop so fresh air can be pushed into the engine. Has anyone ever did this to their cars. Is there going to be some type of baffle designed to control the elements? My concern would be excess moisture if/when there is precipitation.
