Rally cars (Imprezas, Lancers, etc.) do this all the time, making lots of torque at low RPMs, using high boost, etc.
I don't see why rotaries shouldn't try this, I think it can be done. What ever kind of set up it takes. Though I do recommend a built-up engine to handle the boost / stress at the low rpms.
