Mine has done something similar on two previous occasions. But I don't recall it being related at all to whether the lights were on...or not.
As I said, it's only happened a couple of times. IIRC, both times it was rainy or pretty humid out and I hit a bumpy section of road. They'd start going up randomly, with no switching having taken place at all.
I saw some speculation that it could be a limit switch on the headlight motor assembly but I never investigated further. It's been a while since the last incident and I don't remember what I did to finally stop it. I think I just disconnected the battery, it stopped and when I reconnected all was well.
