hey guys wondering if a set of c5 vette wheels would fit a fc. please dont flame me they are z06 wheels that are powder coated black

Unfortunately, FC RX7s take 5 on 4.5" (a Ford, Mazda and Chrysler pattern) Corvettes and Camaros take 5 on 4.75" (A chevy pattern) The wheels may be the right offset (I didn't look) but they will not bolt on without adapters.
A lot of mustang, t-bird and 929 wheels fit well, look good and are inexpensive.
I have my AutoX slicks on a set of 16X7s off a Ford Probe GT (they bolt on like they belong there).

vettes have fairly high offsets, so you actually could use them with some conversion spacers.
to keep it on the cheap, mustang wheels fit just fine. (mustang 17x9/10.5 in my sig)

mine are fr500 wheels. you can run 17x9 all around on stock fenders (with coilovers), or 10/10.5 in back with pulled/flared fenders, and/or skinny tires.
they're cheap on ebay, or several mustang wheel sites (google mustang wheels or whatever).
btw, most mustang wheels come in the same sizes:
17x8 +30
17x9 +24
17x10.5 +27
18x9 +24
18x10 +22

Go with the Stang wheels they look good. There was a 89 with a set of 97 Saleen wheels around here and that looked awsome. It was black & the wheels were white.

car is lowed and inch and a half so would the 17x9 and 17x10.5 work ok and what size meats should i go with?

Those are way too wide for stock fenders.
Not to mention insanely overkill for an NA.
I had Mustang 17x8's on my FC for about 2 years. 225's in front, 245's in back. It was too much traction, and too much stagger for my TII. On Deal's Gap it would understeer horribly. 225's all around on the BBS's is much more balanced. Although, it does like to get loose faster, but easier to manage.

fitment depends entirely on camber and your willingness to roll/pull fenders.

What if I plan to run stretched tires on some 17x9's? I was looking at some MB Battles and they look alright on an FC and are a good, STRONG wheel for the price. ( a bit heavy, yes, but not by much compared to a 3 piece Work Professor SP1 of the same size, which is not much stonger or lighter)
