Yeah, you can only give/take reputation points from people once... after that it tells you to share the love a bit (or wait). It doesn't really reset though I don't think.

Goggle rep points/power for vbulletin to see the basis of how it works.

It's kind of like bitcoin. It's totally worthless, unless you find value in it, and then it can be highly valuable.
