I'm running straight water and tested my mechanical setup with an air compressor and a measuring container for 60 secs. This verified my flow and let me know exactly how much it was. If you just want to make sure the car is using fluid then yeah water will be just fine. No tune needed with water, but if your ignition is weak and you have a large nozzle it will run like crap.
