I have never had to go down to 80 for metal.

The basic idea is that the grit of paper you are using NOW should take care of all the scratch marks left from the PREVIOUS grit. Having 180grit scratches remain will not be taken care of no matter how much 1500grit you use.

I would hit that with 180 until all you have are 180sized scratches... THEN move up to the next one. You seem to have the right idea but are going through the grits way too fast.
