The Accelerated Warm-up Procedure should hold the 3K rev for about 10 seconds or so. Check your TPS make sure it's reading 1v if you're setting it via voltage test style. I would also highly recommend upgrading your ECU to RTek2.1 and don't look back. But then again it might be more than you want or need... but come on you know you want to. Do it. Come on. It'll be fun.

OK I'll check it with the voltage meter. Oh man, peer...pressure....now I'm gonna have to check out some prices for the Rtek lol
