Default '76 13-B carb too rich?

My old 13-B ('76) has a Hitachi 4bbl on it and the car smokes like crazy at start up and idle.
I am wondering whether the carb is set too rich and this causes the smoke?
If this is the case, how would one adjust it to run leaner. There are 2 adjustment screws on carb : a large one (upper) and a smaller one (lower)
