Hazard Light only turns on left blinkers... HELP!

Hello, all. I guess this would be my frist post here. I joined up after recommendations from v8rx7forum members.

Few days ago, I ran into traffic all of a sudden on the highway, and had to stop quickly. I turned on the hazard lights as I was stopping as I usually do as I don't want anyone hitting me from behind... but only left blinker came on. Yesterday, I tried to fix it and took a look at the wiring diagram... well I just couldn't understand why it doesn't work. The right blinker does work, but it turns on with a slight delay and I don't hear the relay clicking... I suspect that's the problem. Could it be a relay that is bad? I find it weird that the blinker still works w/o the relay working. Any help would be appreciated. Thanks.
