Clean title!
Edit: Did some research on it. It is at We Tow wrecker service. They probably had to tow it, or impound it and it was never claimed. The mufflers were most likely damaged when it was towed (dragged) onto a flatbed, and they probably cracked the lock since they didn't have a key. Win!
