Default No more adjustment on TPS

I have installed a new TPS on my car and I've run out of adjustment?.

While adjusting the TPS I'm getting the proper closed/narrow voltage readings but when I try to adjust the TPS to get my WOT voltage correct I can't get anymore then 3.58 and 3.84.
The TPS will not rotate anymore on throttle body, I checked the throttle cable adjustment and it"s fine and the TPS was installed correctly.

What do you guy's think?

Brand new TPS from Ray Crowe, I hope it's not bad. The TPS won"t rotate anymore on the throttle body.

I'm wondering if there is just a voltage drain on the system. maybe a bad ground?

Perhaps you could remove it one more time and run it through its limits detached from the TB to see if it's even capable of reaching specified voltages. That may rule out a few things right off the bat. Is the harness in good condition? Have you tried probing the wires right at the connector?

Great idea I'll try it off the throttle body, thanks.
I'm probing right where the wires go into the connector

Are you opening the throttle 100%?
If you are not doing it manually at the TB, you can't ber sure unless you have had your linkage checked out.
