More Holley questions...

Motor is a 12a that I believe to be street ported, but am unsure.

I am having a little trouble with cold starts. I sometimes have to spray a little starting fluid in the carb to get it to start up when the engine is cold. Then have to hold the throttle until the engine gets close to operating temperature. After it warms it it will idle fine, run great, and will restart with no problem.

I know I have at least one problem. I should be running a 465, but i am running a 600. I also believe the jets to be to large. I have 64's in there, but I will be switching to 56 jets tomorrow to try to fix this. And the choke plate is removed from the air horn.

Could an over sized carb, or to large of jets be the cause of the cold start problem?

One more thing while I'm here. The carb has vacuum secondaries. How can I be sure they are working properly? When I look down the carb standing over the engine, then rev it. No matter ho hard I throttle it, I do not see the secondaries open up. And I do not feel more power at the top like my engine should have when I get into the upper RPM's.
