For the fogs you'll need to find a source of constant 12+V and put it on the fog light switch's Red/Black wire. The pic I attached is from the '91 wiring diagram.
Found this in one of Icemark's post a while back for the headlight switch:

remove Diode D4 from the inside of the light switch and then they only raise when you use the headlight cleaner switch.

No clue why the light switch is acting up.
