^Same here. This kind of scam isn't new, and it's not something that just happens in the rotary community.
In this case, the scammers just happened to compromise Ray's email account, put 2+2 together and made an educated guess from email contents that everyone on Ray's contact list are probably all friends of his, and they used the friendship/sympathy angle to try to scam us all out of cash shotgun style. If 1 out of 100 of us on Ray's contact list fell for it, they would be ahead of the game. No different than any other online scam.
