That will depend on the base and its demographics. On just about every major military base in the US, there is an auto shop with lifts, tools, etc. available. I work at Aberdeen Proving Ground in MD, which these days has a larger population of civilians than active military, and they allow anyone with a CAC card (i.e., active & reserve mil, Army civilian workers and even DoD contractors) and military retirees to use the facility. The rates they charge are different though, depending on which category you're in - active duty military, reservists & retirees get the cheapest rates, DoD contractors pay the highest, and Army civilians are somewhere in the middle.
