It's hooked to the primary turbo inlet because that is the only place that sees constant vacuum (unlike an NA engine). A little oil in the intake tract and BOV isn't unusual and doesn't necesarily mean your turbos are bad. Monitor it to make sure it doesn't get worse, but it's probably normal. Frequent high boost and sweeping right handers might aggravate the problem. FWIW, once every year or so, usually in the winter, I pull my IC and clean it out with a little hot water and dishsoap
