If you really suspect a stuck side seal I think a compression test might give you a clue. One low face would indicate a side seal issue, two low faces a bad apex seal. Do you remember which rotor had the suspect seal? Could you try "steam cleaning" to try to unstick? I would think a large primary port could decrease vacuum and perhaps make for harder starting but I don't see how it would contribute to fuel in your oil.
I too had fuel in my oil but I believe it was due to flooding the engine twice. If it isn't a leaky injector (I pulled my rails and turned the pump on - no drips), checked the FPR vac line, then I don't know of any other external paths for fuel to enter the crankcase.
