Unless there's something weird with the refurbished ones, they can be used for FC's also with an adapter (or a lot of wiring).

I also have one used Power FC with no commander I can let go for $500. Nothing wrong with it, I just don't need it anymore.

does the refurbish one come with a brand new harness too?

Harness? As in engine harness?
