Is this normal and/or acceptable? (rear hub bearing surface)

I just pressed out the rear hub and bearing, and noticed that part of the machined bearing surface of the hub has a texture (pictured below). The Area that is covered by the bearing race is smooth.

Is this normal? Is it caused by wear or is it just made that way? Is it okay to reuse?

Looks like someone took a grinder and tried to remove some rust...

As long as that surface doesn't contact some kinda seal, it should be alright?

If it was making noise driving...it appears that the ball bearings were "locking-up" and causing the inner race to "spin" on the hub collar. I would just buy an aftermarket or OE one and press it on the new bearing because more than likely the old hub collar will not fit "tight" on the new inner race of the bearing.... They're not expensive at all.
