who uses kerosene to clean surface rust? is it ok to use?

Surface rust of what? All kerosene will do is displace the water. To eliminate surface rust you either need to perform electrolysis or another form of chemistry to remove the rust from the surface. Depending on what you're attempting to remove surface rust from we can offer you better pointers.

Not only that, but that stuff has a lot of stuff that ends up sticking on parts...
I dunno what you're trying to clean?
