What are you talking about? I'm not sure if you're trolling or just asking a poorly worded, but genuine, question...

My best guess as to what you're talking about is either:

1. Your headlight isn't working because your headlight housing has condensation in it and you think that caused the light not to work. Although this is most likely not the problem because lots of headlight housings wind up with condensation in them because they are poorly sealed or have a crack somewhere. I suppose this could cause the light not work if you had exposed wire somewhere and it shorted.

2. Your bulb is just plain burned out and you need a new one. Go buy a new bulb and see if that fixes it.

Ok.. next guess:

1. You want to restore you headlight housings and you're asking how to do that.

2. I don't know.

The xenon headlight into the fog and water are different concepts, the fog in headlight inside is a thin water vapor, water inflow is condensed into drop of water. It is a normal phenomenon as long as the the fog in headlight inside less than 1/3, however, there is a seal problem with the headlights if water inflow.
