As j tso said that is caused by the nylon pins shearing. The car was probably in a front end shunt or someone got really pissed.
It can be repaired. You need to take the steering gear out of the car and once out you can take the outer sleeve off. You can then take the column apart and see the sheared pins. You then need to find plastic rod that will fit tightly. Do not use steel. It will not shear in a heavy front end shunt and you will end up with the steering wheel being a cookie cutter, you being the cookie. I believe some automakers use lead.
